The primary purpose of this position is to Provide HQ U.S. Special Operations Command with unclassified, collateral, and SCI voice, data and video teleconference services while providing special operations force (SOF)-unique telecommunications support to the USSOCOM enterprise.

Duties

Perform as a Shift Battle Captain within the Special Operations Forces (SOF) Global Enterprise Operations Center (GEOC). Analyze, coordinate, maintain and manage the sustainment, and or recovery, of USSOCOM's unclassified, classified and collateral, network systems used for transmission of voice, data and video. Plan, analyze, develop, implement, and maintain systems and procedures to ensure integrity, availability, and confidentiality of information systems while facilitating information exchange. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements.

  • This position has been classified as critical/sensitive; therefore, incumbent is required to obtain and maintain a Top Secret clearance with access to Special Compartmented Information (SCI).
  • Incumbent is, required to work rotating shift work; will work weekends and federal holidays throughout the year. Incumbent is subject to recall during off-shift hours seven days a week, twenty- four hours a day.
  • Incumbent is required to perform periodic TDY (CONUS and OCONUS) in commercial and military aircraft. Incumbent will also be required to obtain and maintain certification(s) to handle COMSEC material.
  • Employee may be required to work other than normal duty hours which may include evenings, weekends, and/or holidays.
  • Work may occasionally require travel away from the normal duty station on a military or commercial aircraft; Recall to duty and overtime may be a requirement of the position.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied as a TDP.
  • As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from the use of illegal drugs and (B) if requested, to submit to urinalyses testing.
  • The incumbent is required to comply with the standards of conduct provision of DOD Joint Ethics Regulation, DOD 5500.7-R and is further required to file a current and annual DD Form 1555 statement of affiliations and Financial Interests.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternates for filing of the position during an emergency are not available.
  • Employee maybe required to perform duties (shift work) in the Global Enterprise Operations Center (GEOC).
  • Work involves a high operational tempo with a diverse working team supplying 24/7 services globally to the Special Operations Forces (SOF) Information Environment (SIE).

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND one (1) year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes experience with utilizing management information systems and automated systems to carry out assignments of considerable difficulty and with little specificity regarding the approach to be followed; applying many different/unrelated processes and methods to a broad range if IT activities or in-depth analysis of IT issues; utilizing performance management and measurement methods to monitor systems performance data and make application systems tuning adjustments to optimize performance and correct/prevent problems; and analyzing/developing modifications for parts of a system that require significant revisions in the logic or techniques used in the original development. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of operating systems software principles, hardware and network methods; life-cycle management techniques; and IT infrastructure within USSOCOM, TSOCs and SOF forces equipment, and USSOCOM IT enterprise, new and emerging information technologies, and security methods and principles. Knowledge of the functionality and operability of the current operating environment sufficient to determine requirements and integrate them with overall design and characteristics of operating systems hardware and software programs and to act as a quality assurance evaluator in the GEOC. Knowledge of IT principles, practices, system analysis concepts and methods to install, configure, test, and implement modifications and to interface hardware and software programs with operating systems. Knowledge of military operations, military C2, CJCS Emergency Action Procedures, and COOP procedures. Knowledge of performance management and measurement methods to monitor systems performance data and make application systems tuning adjustment to optimize performance and correct and prevent problems. Ability to analyze and develop modifications to parts of a system that require significant revisions in the logic or techniques used in the original development. Ability to communicate effectively, both orally and in writing, to coordinate, brief, and collaborate with IT systems and equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
