The primary purpose of this position is to efficiently and effectively manage resources to achieve mission accomplishment. Responsibilities include financial management functions directly to a general/flag officer where decisions affect key command programs.
Organizational location of position is at: Financial Management and Capability & Resource Integration Directorate, USCYBERCOM, Ft George Meade, MD.
Duties
DUTY 1 - Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
DUTY 2 - Performs budget formulation and cost forecasting for the entire Directorate which the employee is assigned to, involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
DUTY 3 - Conduct s analyses, reviews, and special studies of budget and/or related information.
DUTY 4 - Provides recurring and requested financial advisory services for the assigned Directorate fiscal year budgets (may include multiple appropriations/funds).
DUTY 5 - Participates in discussions, meetings, and conferences, and serves on panels or committees; supports organization's mission and goals; presents briefings.

- Must Obtain/Maintain Top Secret Security Clearance with SCI

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-l.

Qualifications
This is a GG-12 position in the Cyber Excepted Service (CES). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of commonly used budgetary methods, practices, procedures, regulations, instruction precedents, policies and other guidelines of the directorate that appropriately apply to assigned budget accounts (to include" time, purpose and amount statute"). Detailed knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to the assigned Directorate and its respective budgetary accounts. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of appropriate fiscal law (include "time, purpose and amount'' statute) as it applies to the use of appropriated funds and working capital funds and associates legal limitations.
2. Knowledge of multi-year, single-year and no-year appropriations and funds, and their characteristics, uses, applications and structure.
3. Knowledge of how (principally) Operations and Maintenance funds are programmed, budgeted, received, distributes and executed (implemented).
4. Knowledge of policies, processes, procedures, and regulations governing budgetary processes.
5. Knowledge of numerous financial data processing systems and systems cap abilities.
6. Ability to formulate, justify and execute assigned budget.
7. Ability to communicate effectively in writing and orally.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
