This position in in the Facilities Management Service at the Jonathan M. Wainwright, VA Medical Center, Walla Walla, Washington. This is a full time position at 40 hours per week.
Duties
Serves as a project manager in the planning section, responsible for the overall management, control, coordination and execution of assigned activations, light construction projects related to space utilization and move plans, some capital asset improvements, Initial Outfitting Transitions and Activations (IOT&A) contracts, and campus activations unsupported by IOT&A services.
Works closely with the Interior Designer to provide space criteria guidance and input on utilization and furniture needs. Use and management of the Super spreadsheet for Major project activation budgeting is required for all Major projects and a similar budget management and tracking spreadsheet is required for all other assigned activation projects.
Management of the Activations Charter and sub documents is required. Implements corporate decisions, guidance, laws, regulations, and policy in the development of any given space related to activation projects and intermediate products in support of the activations program.
Negotiates and integrates all pertinent departments as they relate to space utilization and activations (i.e., clinical, administrative, safety, planning, construction, contracting, etc.), end user needs, and regulatory requirements (appropriations law) into a comprehensive management plan.
Within this plan, incumbent integrates project scope and criteria, schedules and milestones, budgets, and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.
Participates in station planning decisions affecting long and short-range courses ofaction for assigned projects as they pertain to the strategic and master plans. Identifies strategies to resolve problems related to their assigned programs/projects.
Establishes deadlines, oversees work production, communicates project status with clients and senior management. Coordinates and helps contracting officer in negotiations during project modifications.
Controls and manages activations milestones and budgets from initial studies through construction, activation and initial operations. Allocates project funds to contractor, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.
Reviews and analyzes cost reports to assure charges are authorized and appropriate. Identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges.
Reviews project progress, measures performance and effects necessary corrective actions to maintain schedule and cost.

DRIVER'S LICENSE: The incumbent must obtain and maintain a current, valid US state driver's license within one month of starting this position.
CERTIFICATIONS: The incumbent is required to obtain and maintain a mid-level FAC-P/PM certification, a Contracting Officer Representative (COR) Level-II. The incumbent may have up to 1-year to obtain these certifications.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Grade Level Requirement (GS-09 Developmental):
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods - Administrative support functions (i.e., internal activities or functions such as supply, budget, procurement or personnel. - Planning, scheduling and conducting projects. - Developing new or modified work methods. The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. The incumbent will perform the duties outlined in the target grade position description, but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors will remain the same. OR,
Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond ???????1 full year of graduate level education. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at lease the next lower grade level in the normal line of progression for the occupation in the organization Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods - Administrative support functions (i.e., internal activities or functions such as supply, budget, procurement or personnel. - Planning, scheduling and conducting projects. - Developing new or modified work methods. OR,
Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education (more than the first two years or 36 semester hours) and specialized experience to meet total experience requirements.
Preferred experience: At least one (1) year of experience managing projects.
This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.
Work Environment: Assignments regularly require visits to manufacturing, storage, or other industrial areas, and involve moderate risks or discomforts. Protective clothing and gear and observance of safety precautions are required.
