The position is located at the Jonathan M. Wainwright Memorial Medical Center, Walla Walla, Washington (VAWW). The VAWW services Veterans residing in a 42,000-square mile service area within VISN 20 Northwest Network which includes Community Based Outpatient Clinics (CBOC's) in La Grande, Oregon; Richland and Yakima, Washington; Lewiston and Grangeville, Idaho.
Duties
The primary purpose of this position is to serve as the Program Manager for the Veteran Experience. The Program Manager is responsible for the coordination and oversite of the Veteran Experience Program. This position is directly responsible to the Associate Director of Patient Care Services.
Key driver for developing, maintaining, and enhancing the patient-centeredness of systems to ensure an exceptional Veteran experience.
Responsible for translating policies, theories and strategies into action within the complex interrelationships that exist related to the VA Patient-Centered Care model.
Collaborates with executive leaders, managers, and staff within the organization to facilitate change and adaption of health and well-being principles.
Reviews patient, employee and physician satisfaction data; organizational performance, planning, and strategy data and collaborates with services to develop long-term strategic initiatives geared toward improvement and meeting Veteran's needs based on preference.
Prepare and projects short and long-range planning efforts aligned with the Patient-Centered Care core components.
Establish policy and ensure best practices are implemented as appropriate, utilizing continuous quality improvement principles and practices.

Work Schedule: Monday to Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assist in the oversight, management, and/or coordination of a health care program and/or services; Perform personnel management and administration responsibilities for an organization with varied functions and activities; Budget approval; Recommend operation improvements; Applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program, coordinating activities, etc.; and ensures the clinical functions are operating effectively and efficiently.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is mostly sedentary and performed sitting at a desk, in news conferences, briefings, meetings, etc., or riding in an automobile or public transportation. Extended periods of standing may be required during presentations, briefings, speeches, health fair activities, etc. Some heavy lifting will be necessary in accepting and placing donations and picking up boxes of newspapers and other literature and to push carts of supplies. Considerable walking throughout the facility is involved. The work is in an office and healthcare facility setting and involves possible exposure to contagious diseases. The position does not require any special physical requirements.
