This position is located at the Tomah Veterans Affairs Medical Center and is organizationally aligned to and supervised by the Director of Performance Improvement. This position is established within each Medical Center with the intent of developing an infrastructure for cultural change as the Veterans Health Administration advances along the journey to full implementation of High Reliability.

Duties

Duties and Responsibilities include; but are not limited to the following: PROGRAM ANALYSIS (50%) Conduct studies and special projects to implement health care delivery programs and improve the efficiency and reliability throughout the Medical Center. Provide a variety of professional-level health care administrative support functions for the Medical Center leadership in matters such as personnel, fiscal, research, supply and administration. Perform administrative, evaluative or technical work concerned with establishing and maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, and morale. Incumbent may also perform budget analyst duties. Conduct analyses of all aspects of current or projected health care programs throughout the Medical Center for effectiveness in achieving planned goals and objectives and meeting the needs of Veterans and general public. Develop, maintain, and monitor integrated reporting systems affecting various Medical Center programs functions and operations that are extensively interrelated. Communicate information to management for effective evaluation of program operations and milestones. Analyze, extract, summarize, and identify significant trends and issues. Forecast and estimate program requirements and prepare programmatic reports, justifications, charts, graphs, statistical, and narrative data, etc. for executive-level presentations and briefings. Work with the VA staff to analyze statistical data to develop and implement better health care programs, streamline and improve the efficiency of operations, to increase services to our veteran patients and their families, and ensure health care programs throughout the Medical Center. PROGRAM MANAGEMENT/ADMINISTRATION AND QUALITY IMPROVEMENT (25%) The incumbent serves as the Program Manager supporting new programs/initiatives that align Directly with the journey to high reliability, which puts Veterans at the center of all processes, innovations, improvements, and changes. The incumbent serves as the primary supporting consultant for the development and implementation of program operations related to new programs and/or initiatives that have a direct impact on data management, processing, problem resolution, and process improvement along the journey to high reliability. Program and initiative managed are highly visible and politically sensitive, thereby requiring the incumbent to stay current on all aspects of the initiatives, identify potential risks and issues, collaborate with staff both internal and external to ensure necessary requirements are appropriately documented and met, and effectively lead and socialize the changes necessary for successful implementation. PROGRAM CONSULTATION/LIAISON (25%) The incumbent works in partnership with the National Center for Patient Safety, Office of Systems Redesign and Improvement, Quality Manager, Patient Safety Managers, Systems Redesign (Improvement) Coordinator, and Nursing leadership to ensure planning, coordinating, tracking, reporting, and communicating objectives to the various stakeholders both external and internal to VA. The incumbent must therefore have a clear working expert knowledge of the HRO mission and objectives with excellent communication skills. Continuous improvement of services to stakeholders requires significant interaction with a wide range of professionals and results in the incumbent assuming a highly visible role in representing the Medical Center at the VISN and national level. The incumbent must have the ability to communicate orally and in writing about complex clinical and non-clinical matters with individuals with varying levels of understanding and authority. Performs other duties as assigned. Work Schedule: Full Time Monday-Friday 0800-1630, Telework on an Ad-Hoc schedule. Virtual: This is not a virtual position. Position Description Title/PD#: Health System Specialist - High Reliability Organization Lead/PD20113O Physical Requirements: Work is mostly sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Incumbent's vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies, and papers. The majority of work is performed in an office setting and will require occasional travel.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Applicants may substitute education for the experience required for the GS-11 level. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
