You will serve as a General Supply Specialist in the Project Material Manager Branch (Code 522), Supply Material Support Division, Supply Department, Portsmouth Naval Shipyard, Kittery, Maine. Vacancies filled from this announcement may be filled at any grade level listed. You may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Duties

You will ensure all material required for the repair and alteration of ships during availabilities is ordered, expedited, received, and inspected to support production schedules. You will maintain inventory control records in an automated system for parts needed in support of the Shipyard’s depot level maintenance program. You will monitor changes in rate of usage, cost, and availability for established suppliers, alternative sources of supply, and other activities requiring intervention to support maintenance operations without interruption in the flow of materials. You will resolve problems associated with obtaining and maintaining stocks, prepare written analyses of activities, and provide recommendations for solution for senior level supply management.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-11 (one year of specialized experience equivalent to GS-09): Experience using the knowledge of supply systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action that is required. Experience performing recurring kinds of assignments, operations, and/or procedures in providing services and resolving issues and problems of a procedural nature in supply operations. Experience searching for and analyzing information; tracing sequences of transactions to resolve questions; preparing entries for supply record systems; and providing supply information, reports, and services. Experience evaluating fluctuation in rates of usage and adjusting procurement lead times for approved acquisitions. FOR GS-09 (one year of specialized experience equivalent to GS-07): Experience using practical knowledge of a wide range of well-established and commonly applied supply principles, concepts, and methodologies. Experience evaluating fluctuation in rates of usage and adjusting procurement lead times for approved acquisitions. Experience providing supply support such as ordering and stocking a variety of technical supplies ranging from common administrative support materials through production identified support material. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-09: master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.

GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
