The primary purpose of this position is to serve as the Air National Guard Agreements Manager under the purview of the Logistics Directorate, Logistics Readiness Division.
Duties
Reviews and develops command support agreement and programs policies, procedures, and requirements.
Serves as the Air National Guard Support Agreement manager for the field. Responsible for providing Major Command (MAJCOM)/Air National Guard (ANG) level logistics support and guidance to approximately 107,000 Air National Guard personnel in Federal, DoD and joint organizations located in over 95 locations nation-wide.
Serves as the Air National Guard Acquisition and Cross-Servicing Agreements (ACSA) manager. Determines which statutory authority is required based on scenario.
Manages the ANG War Readiness Materiel (WRM) program. Coordinates and participates with Air Components /MAJCOMs to develop adequate WRM support for their wartime requirements.
Develops all initial Support Agreement, ANG WRM training and recurring training for the Air National Guard Units. Maintains currency of this training syllabus to keep it responsible to procedural changes enacted by the changes to the mission.

- The incumbent is subject to short or no-notice recall to duty for emergency situations or exercise.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- This position works in a military Service-level organization as a staff action officer on various projects within a program or logistics policy area. Commiserate experience is highly desirable.
- Employee may be required to work overtime.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DOD, Air Force and Air National Guard policies, functions, and operations in order to interpret, evaluate and disseminate the agreements policies to the Air National Guard and unit support agreement managers. Knowledge and skill in applying analytical and evaluative techniques to resolve very complex or sensitive agreement problems and the implementation of new agreement developments, doctrine, or technology.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge and understanding of government policies, precedent setting decisions, procedures, and regulations issued by various echelons of the Department of Defense, Office of Secretary of Defense, Department of State, Department of Air Force, and Air National Guard to ensure that support agreements conform to agreement guidelines.
Knowledge of joint doctrine and of the command's missions, functions, goals, objectives, and work processes pertinent to conducting an agreements program.
Basic understanding of policies and procedures of all military services departments (e.g., Department of Navy, Department of Army, Department of Air Force, etc.) as they pertain to support agreements. Thorough understanding with Air Force and Air National Guard agreements management processes and the command and controls systems used by the Department of Defense, Air Force and Air National Guard, subordinate and component commands. Expert ability to communicate effectively, both orally and in writing to senior level DoD, DoS, OSD, Air Force and Air National Guard personnel.
Comprehensive knowledge of qualitative and quantitative methods in order to analyze/evaluate the agreements programs' efficiency and effectiveness and provide comprehensive recommendations to improve/streamline complex management processes and systems.
Skill to negotiate and defend ideas and support agreement concepts.
Knowledge of agreements management principles, concepts, policies, and regulations. Knowledge of Section 2306(c) of title 10, United States Code, "Multiyear Contracts: Acquisitions of Services". Knowledge of the Air Force Global Force Management process, Reserve Component Period (RCP) to include Combatant Commander Operation Plans (OPlan), adaptive planning, joint operations planning and Combatant Commander (COCOM) requirements in regard to War Ready Materiel (WRM).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
