This position is located in Slice Operations and Management (PGL), Generation Asset Management (PG), Power Services (P), Bonneville Power Administration (BPA).
A successful candidate in the Public Utilities Specialist position will serve as a Public Utilities Specialist supporting the development and administration of the Slice/Block product.
Duties
As a Public Utilities Specialist, you will:
Performs technical and administrative work in multiple aspects of the Slice/Block product to support the design and implementation of computer simulation models that reasonably represent operating realities and constraints of the FCRPS so that Requirements customers can accurately project their power needs using the correct factors and formulas.
Provides technical and administrative support in two or more of the following program areas: Slice limits, simulator parameters, operating constraints, prudent operating decisions, reduction penalties, interim operations, scheduling/tagging, simulator engine logic etc.
Reviews, analyzes, and prepares evaluations of BPA and customer study assumptions and inputs used in computer simulations to determine whether the results are a 'reasonable representation' of the actual operations and operating constraints imposed on BPA in producing hydro-electric power.
Conducts analyses of Slice contracts and complex Slice customer account data to enable senior staff and the slice product manager to understand slice customers, their issues and concerns and to enable functional teams and management to anticipate sensitivities to current and future BPA and business initiatives.
Support agency and PG policy efforts by performs Slice customer related technical analyses such as rate impact analysis and customer specific analyses and scenario development to provide data driven assessments of the Slice Product and its delivery. Performs other specific studies as required.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
GS-11:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service.
Specialized experience for this position is defined as:Experience in planning and accomplishing analytical and evaluative work in the Slice/Block or a similar product to support contract negotiations with customers or power product implementation; and/or structure computer simulation models that represent operating constraints of hydroelectric power regulations or related regulatory boards.
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.
GS-12:

There is no substitution of education at this level.
