Duties
You will provide day-to-day technical requirements for guidance on and evaluation of the delivery of contracted information technology services.
You will perform major technical and managerial tasks associated with the design, specification installation, configuration, security administration, and on-going maintenance of computer systems hardware, software and communication services.
You will serve as the primary point of contact on all matters concerning computer system facilities, capabilities, services, procedures, administration, maintenance, and performance on assigned major application areas within SUBMEPP.
You will evaluate and recommend computer systems hardware, environmental software including operating systems, utility software, and other commercial-off-the-shelf (COTS) product, and communications hardware and software.
You will manage the installation, configuration, troubleshooting, and tuning of selected computer systems hardware, environmental software, and communications facilities for assigned systems.
You will implement and support assigned computer systems security by providing technical management of the development, implementation, and auditing of system access and configuration of appropriate security software to implement security policies.
You will provide technical direction for the creation and maintenance of user accounts and for the application of appropriate security control of system resources.
You will assist SUBMEPP management in the justification and planning of assigned computer systems infrastructures by analyzing requirements and proposing alternatives include cost/benefit analysis.
You will implement and support local and remote user access to applications by identifying and managing the implementation of required communications infrastructure.
You will develop, coordinate, and prepare technical operating procedures to provide on-going and day-to-day technical support of computer systems and applications.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 45 level II within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-12 Grade Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector conducting analysis of IT services, tasks, or requirements associated with operating systems, network infrastructure, cybersecurity, communications, software, hardware, or on-going maintenance to provide daily technical support for the operation or sustainment of computer systems or applications.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: providing technical direction for the creation and maintenance of user accounts and for the application of appropriate security controls and system resources.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: supporting local and remote user access to applications.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: conducting meetings with technical or managerial personnel to discuss and resolve technical and project issues.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: resolving problems where guidelines and precedents either do not exist or are not directly applicable.

Education may be substituted for specialized experience as follows: Successful completion of a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management-OR-Successful completion of 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
