You will serve as a PROGRAM ANALYST (SIC RPD) in the Asset Management Department of COMMANDER NAVY REGION HAWAII.
Duties
You will analyze plans, projects, or programs to determine if resources are adequate.
You will advise an organization on cost review analysis, studies, and projects.
You will analyze project operations to identify discrepancies impacting project completion (e.g., budget, schedules, tasks).
You will negotiate recommendations involving resources or changes to projects or programs.
You will conduct briefings to recommend improvement of program operations or objectives.
You will document program process improvement initiatives on assigned programs.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing and/or directing the development of long range, intermediate, and short term program plans for shore infrastructure(to include facilities, utilities, real property, and/or real estate) and assigned programs; 2) Analyzing program data to present recommendations for resource allocation and prioritization guidance for facility and utility infrastructure and land use requirements; 3) Creating budgets and financial execution plans for assigned programs to ensure accuracy and accountability of execution; 4) Evaluating complex and conflicting program requirements and priorities to propose innovative solutions to align mission requirements and infrastructure support in accordance with CNIC/Regional and NAVFAC shore installation programs; and 5) Developing and/or presenting recommendations and reports (both orally and written) in a clear and concise manner to senior leadership and various stakeholders.
