The primary purpose of this position is to provide HQ United States Special Operations Command (USSOCOM) with unclassified, collateral, special handling, and Sensitive Compartmented Informaiton (SCI), intranet, internet, and Wide Area Network (WAN) data services support for the USSOCOM enterprise.
Duties
Plans, negotiates, coordinates, monitors, and reports on service level agreements with contractor support team.
Supervises the efforts of twenty-three contractor employees.
Provides system planning and analysis, and project management as a lead computer specialist working in conjunction with other professionals, e.g. contractors, system programmers, and functional specialists.
Contracting Officer responsible for writing, reviewing, and editing Statements of Work (SOW) for contract tasks and delivery orders, and monitors government estimates of the costs associated with delivery orders.
Stays abreast of hardware and software advances in technology to identify possible application to USSOCOM systems development, implementation, or reliability.
Attends professional conferences with personnel of component commands, other unified commands, national agencies, and the Joint Staff to assimilate lessons learned and alternative techniques and procedures, and to present USSOCOM developed programs and systems.

- This position is designated by the Air Force as a Test Designated Position (TDP). The incumbent is to refrain from use of illegal drugs and if requested, submit to urinalysis testing. Selectee must sign a statement acknowledging the position is TDP.
- This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- Employee maybe required to perform duties (shift work) in the Global Enterprise Operations Center (GEOC).
- Work involves a high operational tempo with a diverse working team supplying 24/7 services globally to the Special Operations Forces (SOF) Information Environment (SIE).
- Employee may be required to work other than normal duty hours which may include evenings, weekends, and/or holidays.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Identifying, evaluating, and acting on the utility of new and emerging IT technology for improving the posture of the Special Operations Command using the full range of the newest products and services; Utilization of networks, peripheral equipment operations, computer operating systems, and computer languages associated with data processing and information systems; Applying telecommunication theories and principles as applies to digital data exchange to pursue efforts in continuous optimization of information transfer requirements of USSOCOM.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of information technology/telecommunications theories, concepts, principles, practices, procedures, policies, standards, and operational requirements.
Knowledge to define, coordinate, plan, and satisfy user requirements for information technology/telecommunications systems, equipment, hardware/software, services, and to review and develop related policies and procedures.
Knowledge of the laws and regulations governing information technology and implementing policies.
Knowledge of the management of information technology resources, particularly the creation and management of standards-based information technology architectures and direction and oversight of major systems projects, to include sensitive classified compartmented programs concerning SOF Information Technology.
Knowledge of and practical expertise in information technology practices of government, the commercial environment, trends, products, and services.
Ability to develop and present detailed technical briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
