You will serve as a Financial Management Analyst in the OFFICE OF THE FORCE COMPTROLLER of COMSUBFOR.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will formulate a budget and estimates to support plans.
You will present and defend budget estimates before authorities.
You will review and evaluate budget requests.
You will develop and interpret budgetary policies and practices.
Requirements

- This is a Financial Management Level 001 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in the use of Defense Travel System (DTS) for management and administration of Temporary Additional Duty (TAD)/Temporary Duty (TDY).
Experience with funds Execution and Accounting in the Financial Management System.
Experience in the use of CITI Bank system as Agency Program Coordinator (APC).
Experience in the use of DTS as Debt Management Monitor (DMM).
Experience in the use of Funds Grant in CFMS. Issue funds to units in CFMS and in DTS.
Experience and the ability to prepare DON Budge phasing plans.
Experience and in-depth knowledge and understanding of DTS permissions and SOD reviews.
Experience and ability to conduct Post Payment Reviews (PPR) on vouchers for quality assurance in support of Financial Improvement and Audit Readiness (FIAR) audits.
Experience and in-depth knowledge of all Travel Regulations and Navy Business Rules.
Experience and in-depth knowledge and use of DTS (Authorizations, Vouchers, LOA's, Cross Orgs, Budget)
Experience and ability to conduct training both in person and over phone.
Experience and in-depth knowledge of Microsoft Office suite (Excel, Word, PowerPoint and Outlook).

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
