You will serve as a MANAGEMENT & PROGRAM ANALYST in the CIP & MINOR PROPERTY BRANCH (C983), PRODUCTION ENGINEERING & FACILITIES DIVISION, PRODUCTION RESOURCES DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will assist in the implementation of DON personal property policies and procedures. You will assist in the management and coordination between Electronic Facilities and Equipment Maintenance (eFEM) and the Defense Property Accountability System (DPAS). You will aid in the development of local policy and procedures to manage shipyard assets. You will conduct surveys, audits, and random inventory spot checks.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is subject to work an uncommon tour, including nights, weekends, irregular hours, rotating shift work, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or secret security clearance prior to entrance on duty.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience assisting with problem solving methods and techniques to improve program deficiencies. - Experience assisting with applying management concepts and practices such as organization, staffing, office routine, and work load. - Experience assisting with performing extensive research. Education


Education requirements for GS-07: 1 full year of graduate level education OR superior academic achievement.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
