The primary purpose of this position is to serve as a second level supervisor, providing planning, directing, organizing, and exercising control over other supervisory and non-supervisory employees.
Duties
Plans, organizes, and oversees the activities of the Plans Flight.
Exercises supervisory personnel management responsibilities.
Represents the 6th Communications Squadron with a variety of installation and functional area organizations.
Manages the engineering, acquisition, and installation of the wing's telecommunication and information handling systems.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Work may occasionally require performing duty outside of the normal duty day. Overtime may be required.
- Incumbent may be subject to recall to duty in cases of emergency, wartime, and contingency operations. May also be required to take part in readiness and disaster preparedness exercises.
- Incumbent is required to complete "Public Financial Disclosure Report" pursuant to Title I of the Ethics in Government Act of 1978. Employee must file any required financial disclosure statements.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
- Must be able to obtain and maintain a Top Secret clearance.
- This is a drug testing position. Incumbent is subject to random testing for drug use.
- This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the IA certification within six months of assignment of these duties.
- (cont'd).. A waiver of this six month requirement may be granted per DoD 8570.01-M. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes: Applying a full range and scope of multilevel, interactive, and highly complex telecommunications and network systems; Developing new approaches and management policies on C4I resources, plans and programs, contractual matters, and budgetary and financial matters; Planning, developing, and carrying out vital projects, identifying issues, and resolving critical problems concerned with all areas of the group and wing including interface with tenant partners and outside agencies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of information systems and telecommunications technology and management.
Knowledge of safety and security regulations, practices, and procedures.
Comprehensive knowledge of advancements in C-CS technology, resources, contractual matters, and budgetary/financial plans, to justify the squadron's projected computer requirements and lease/purchase decisions with higher echelons, and to resolve contractual differences with equipment and software vendors, contractor representatives, and support agencies.
Knowledge of government policies, directives, and other regulatory manuals concerning acquisition, and utilization of C-CS resources and services to advise the squadron's top management, staff, and other experts.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources as well as plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors.
Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
