You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the LABOR BRANCH of CNIC FINANCIAL SERVICE CENTER.

Duties

You will motivate a team to complete financial tasks on time and within defined constraints. You will inform staff about standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations. You will write integrated budget, performance planning, and fiscal management policies for the execution of resources. You will analyze financial management system errors to recommend alternate processing methods to achieve systems objectives.

• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Set priorities and schedule work to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work; 2) Provide advice and guidance to assist personnel on procedures and or processes related to financial/civilian time and attendance management and business requirements; 3) Interpret and apply financial regulations and local policies, and practices to function effectively in Standard Accounting Budgeting and Reporting System (SABRS, Standard Labor Data Collection and Distribution Application (SLDCADA), and Defense Civilian Payroll System (DCPS); 4) Research, analyze, and interpret data in financial and timekeeping systems in order to make recommendations and/or perform corrective actions; 5) Maintain internal controls and procedures to ensure the continuous evaluation of timekeeping functions and labor execution.
