This position is located in the Drug Enforcement Administration (DEA), Human Resources Division, Office of Talent Acquisition, Diversion Staffing Unit. This position primary purpose is to assist higher-graded personnel specialists in the performance of their assignments in Recruitment and Staffing.

Duties

As a Human Resources Specialist (Recruitment)your typical work assignments may include: Assists in providing continuing technical assistance to personnel and management for assigned Division/Section/Unit/Program in resolution of Federal Civilian staffing issues. Drafts vacancy announcement, job assessments and job analysis in response to recruitment action received and discuss with the selecting manager. Receives and review requests for personnel action for accuracy of information. Processes the full range of official staffing actions and performs the full range of technical staffing projects. Prepares Tentative Offer Letters and Final Offer Letters tor candidate selected tor positions.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of experience (equivalent to at least the GS-07 level or pay band in the Federal service) that includes performing the following duties: (1) Drafting vacancy announcements; (2) Performing qualifications review; coding and processing a full range of personnel actions (SF52s) in an automated processing system; (3) Using automated human resources systems, such as USA STAFFING or similar systems; (4) Reviewing, drafting, and preparing tentative and final offer letters; and (5) Responding to HR related inquiries. OR EDUCATION: Master's or equivalent graduate degree; or two (2) full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related. OR Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)??????? You may qualify at the GS-011 level, if you fulfill the following qualification requirement: One year of experience (equivalent to at least the GS-09 level or pay band in the Federal service) that includes performing the following duties: (1) Advising managers on Human Resources Recruitment Staffing and Placement laws, regulations, and policies; (2) Conducting job analyses, developing assessments, generating vacancy announcements, making qualifications determinations; (3) Developing certificates of eligible by utilizing automated staffing systems such as USA Staffing; and (4) Providing assistance to job applicants. OR EDUCATION: Ph.D. or equivalent doctoral degree; or (three) 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least to 100 percent to qualify) (Note: You must attach a copy of your transcript. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
