About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6EC01 US ARMY ACQUISITION SUPPORT CENTER.

Duties

Develops and manages all aspects of the organizational OPSEC (Operations Security) program and evaluates existing programs for adequacy and efficiency. Implements, manages, and monitors policies, procedures, and methods of the internal personnel, physical, industrial, information systems, and technical security programs to reduce vulnerabilities to the foreign intelligence and terrorist threat. Develops the correspondence security countermeasures necessary to protect sensitive and classified information processed on office computer equipment. Develops and administers a security education and training program, to include the units support plan, that assures all unit members are knowledgeable of applicable policies and procedures. Processes request for clearances, manages the SAP (Special Access Program) Access Roster and Request for Access, and administers SAP debriefs and briefings. Develops and administers policies and procedures required to maintain accreditation and physical integrity of the units SCIF in accordance with published guidance and directives. Serves as TS (Top Secret) Document Control Officer; manages and administers the unit's substantive TS Document inventory in accordance with published policies, guidance and directives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary duty (TDY) travel will be required 25% or less of the time.
  • Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart IUSOGE, 6/08). See the Additional Information section for additional information.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).

AND Experience managing a variety of security programs, such as information security, physical security, industrial security, personnel security, SAP (special access programs), SETA (security education, training and awareness). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. You will be evaluated on the basis of your level of competency in the following areas: Operations SecuritySecurityTechnical Competence NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
