About the Position: This position falls under the Defense Health Agency Tidewater Market at the Navel Medical Center Portsmouth, responsible for the management of allocated funds, on-site surveillance of contract performance, identifying and resolving issues and problems that impact the financial, fiscal, and accounting management operations of the department under the Director of Clinical Support, Clinical Nutrition.
Duties
Obtain and provide comprehensive office management support in the areas of procurement, supply management, equipment maintenance, contracts, and property management.
Perform as the organization’s Billing Official within delegated Purchase Card Program guidelines.
Serve as the department Fund Control Manager performing fund control and accounting functions for related accounts and contracts.
Use automated systems, such as General Fund Enterprise Business System; Invoice, Receipt, Acceptance and Property Transfer system; Defense Medical Logistics Standard Support.
Use automated systems, such as Food Service Nutrition Management Information computerized system (Computrition); Point of Sales system; and telecommunications and automation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A Tier 3 background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position is covered by Health Affairs Policy 97006, 23 Oct 96 the position requires the employee to obtain Hepatitis B immunizations and Tuberculin testing unless exempt by physician.
- This position requires completion Contracting Officers Representative training within six months of assignment.
- This position has a TDY or business travel requirement of 10% of the time to various locations. This may require travel on military aircraft, ships, and vehicles.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes evaluating and/or preparing detailed reports; and utilizing automated systems to ensure documents are in compliance; monitoring contracts and/or contractor performance to assure compliance with contract requirements; and collaborating with personnel to identify, assemble, and/or submit contracting needs.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Procurement.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
