You will serve as a ACQUISITION SPECALIST in the DON, M4 Directorate Naval Medical Forces Atlantic of NAVMEDFORLANT PORTSMOUTH VA.
Duties
You will perform professional and analytical work involving the planning, development, coordination, and evaluation of contracts in support of BUMED Enterprise programs and operations.
You will monitor and coordinate all phases of the acquisition cycle, including the planning, development, implementation, and evaluation of contractual, program, administrative, financial, and technical aspects of contracting
You will develop and manage comprehensive acquisition strategies, acquisition plans, and schedules for supply and service acquisitions that support programs and projects.
You will perform oral and written communication skills for in-person/virtual briefings/meetings.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience as an acquisition specialist with expert program management knowledge, and comprehensive knowledge, departmental, agency and local contract laws, regulations, principles, methods, procedures, contract types, special provisions to determine the best contractual method.
Experience in project and time management principles to plan, schedule, and monitor complex, large-scale, or mission critical acquisition requirements.
Experience in analytical methods and techniques at a level to analyze and evaluate programs, systems and data.
Experience in work design processes at a level to design workflows, work procedures, structures, or systems.
Experience with oral and written communication skills for in-person/virtual briefings/meetings.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience serving as an acquisition specialist with program management principles, departmental, agency and local contract laws, regulations, principles, methods, procedures, contract types, and special provisions to determine the best contractual method.
Experience with project and time management principles to plan, schedule, and monitor complex, large-scale, or mission critical acquisition requirements.
Experience providing detailed inputs for briefs as part of recommendations to leadership related to acquisition strategies, acquisition plans, issues, procurement status, and contract performance.
Experience with work design processes at a level to design workflows, work procedures, structures, or systems.
Experience performing the duties and responsibilities of a Contracting Officer Representative (COR).

SUCCESSFUL completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M. if related.
