About the Position: Located in the Contract Admin Division, Materials Management Department at the Navy Medical and Readiness Command, Portsmouth providing oversight and coordination of present and future aspects of the Defense Health Agency Complex Direct Health Care Provider Program (DHCPP) and General Service Contracts (GSC) ensuring provision of contract health care services within the Military Treatment Facility for purposes of optimizing utilization of health care resources in the MTF.
Duties
Lead a team of contracting officer representatives ensuring organization strategic plan mission, vision and values are communicated and integrated into the strategies, goals, objectives, work plans and work products and services.
Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization.
Contract development, contract surveillance, contract management, budget management, personnel management, education, and liaison/problem resolution.
Prepare contract support documentation to augment/maintain medical and support service levels utilizing General Fund Enterprise Business System (GFEBS).
Interact with higher headquarter and other Department of Defense personnel concerning policy.
Respond to contractors, problems or action requirements that are needed for implementation or compliance with contract specifications.
Assist the Contracting Officer in contract administrative functions and assure monthly reports on contractor performance are prepared in a timely manner and distributed.
Prepare statements of work (SOW) and Independent Government Cost Estimates (IGCE) in support of healthcare contracting efforts.
Track progress of contracts by maintaining and processing information needed to monitor all actions, documentation of utilization of the Direct Health Care Provider Program (DHCPP) provider services.
Monitor, inspect, analyze and evaluate services and operations in accordance with required regulations and publications.
Verify compliance with Quality Assurance Surveillance Plans and contractual requirements by conducting and documenting on-site inspections.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Immunization screening is required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- Temporary travel duty (TDY) required up to 5%.

Specialized Experience: One year of specialized experience which includes: 1) Reviewing and evaluating contract candidates and provide comments and recommendation to ensure that the acquisition is processed in a timely manner; 2) Arranging and displaying data and information to reflect the relationships between the cost and utilization of health care contracting services; and 3) Preparing and presenting monthly reports, charts, and spreadsheets to inform, substantiate, and assist managers in determining the most expeditious and cost-effective strategy for providing health care services.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
