About the Position: This position is with the Defense Health Agency, Tidewater Market, located at the Navy Medicine Readiness and Training Command, Portsmouth, in the Material Management Department, overseeing acquisition and procurement support for all contracting related requirements, managing, supervising, performing and developing policies and procedures for work involving the administration of Healthcare System Contracts using formal procedures mandated by the Defense Health Agency.
Duties
Develop/evaluate performance standards, advise/counsel on work and administrative matters, plan, schedule and approve leave, hear/resolve complaints from employees, effect minor disciplinary actions and identify developmental and training needs.
Exercise significant authority in dealing with officials of other departments and advising higher level management.
Serve as the Command?s contractual administration authority, including Contracting Officer Representative (COR) responsibilities on contractual matters related to the Healthcare service initiatives for the Command.
Oversee and ensure Contract Administration Division provide COR support to the command and outlying clinics in a high quality, effective, and timely manner.
Monitor and coordinate all phases of the COR requirements, including planning, development and implementation and evaluation of contractual, program, administrative, financial and technical aspects of contracting requirements.
Identify, analyze and evaluate project and mission requirements to ensure acquisition plans and activities effectively support assigned programs and mission or operational areas.
Monitor and assess acquisition projects, identify problems and delays, determine or develop alternatives to prevent or resolve issues and adjust plans and schedules as needed to manage delays and changes in requirements.
Provide guidance to customers in developing requirements packages to include Performance Work Statements, Statements of Objectives, Statements of Work and Independent Government Cost Estimates, etc.
Oversee the development and maintenance of Standard Operating Procedures (SOPs), work processes, tools, forms and templates used by non-contracting personnel to identify, define, plan, approve, and fund contract requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
