Duties
Plan and direct operations and activities of Fire and Emergency Services Division.
Through subordinate supervisors assigns, directs, and evaluates work of the subordinate organizational elements.
Serve as initial on scene commander for all emergencies, directing fire crews, equipment placement and operation; prescribes fire-fighting procedures and media with due regard for safety of personnel and property.
Maintains liaison with operating officials on post, advising them on fire prevention regulations and programs.
Advise management on problems or changes in methods and procedures and is available for 24-hour duty in case of emergency.
Review new building plans for compliance with recognized fire safety standards and practices.
Plan, develop and conduct coordinated training and inspection programs.
Develops SOPs, instructional and informational letters, etc., to be disseminated to the installation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
- This position requires the incumbent to work one 24-hour shift weekly.
- This position is subject to immediate recall and extended shifts during emergencies.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- This position requires participation in a cardiovascular physical fitness program.
- This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires incumbent to obtain and maintain a valid California state driver's license within 6 months of permanent residence.
- This position requires the incumbent to obtain and maintain a government driver's license required for the type of government vehicle being driven within 30 days of appointment.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes directing the work of firefighting crews engaged in various activities to include, but not limited to, fire suppression, technical rescue, hazardous material response and containment, emergency medical response, facility fire risk surveys and public education campaigns. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
Certifications: In addition to the experience stated above, applicants must possess the following Department of Defense certifications: Fire Officer IV (Chief Officer), Instructor II, Inspector II, Hazardous Materials Operations, Incident Commander AND a valid State of California or National Registry EMT certification. NOTE: you must attach a copy of your certifications with your application otherwise you will be found ineligible.
