Duties

Provide fire protection for a variety of structures and related areas. Drive fire apparatus to scene of fire following predetermined routes or selected alternate routes when necessary. Position vehicle considering factors such as wind direction, sources of water, hazards from falling structures, location of armaments on aircraft, etc. Apply principles of hydraulics and determine proper pressures for hose lines to establish and maintain a constant water supply during firefighting operations. Operate pumps, foam generators, boom and ground sweep nozzles, and other similar equipment. Operate hose lines, ladders, hydrants in the control and extinguishing of fires. Perform tests, minor maintenance, and repairs to ensure operational condition of equipment. Respond to hazardous chemical spills, and assist in a full range of containment and runoff control duties. Conduct rescue operations. Conduct a complete examination of patients to determine the nature, extent, and seriousness of the condition. Operate alarm room equipment; including radio, fire alarm, and 911 telephone.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis; 48-hour rotating shifts with a work schedule of 144 hours per pay period.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires successful completion of an annual Job Performance Test.
  • This position requires participation in a cardiovascular physical fitness program.
  • Incumbent must maintain a functioning telephone at residence to aid in contact during recall situations.
  • This position requires the employee to work under adverse environmental conditions. Incumbent may be subject to dense smoke, flames, extreme heat, cold, dust, water, and possible explosions and exposure to toxic fumes and materials.
  • Position requires full use of both arms, both legs and fingers to bend, turn, pull, crawl, kneel, and climb for such tasks as use of aerial ladders, firefighting equipment controls, arranging/connecting hoses, rappelling,

Specialized Experience GS-06: One year of specialized experience assisting in the controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; rescue operations; detection, reduction, or elimination of potential fire hazards; operation of fire communications equipment; and controlling hazardous material incidents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). In addition to the specialized experience above, the following DoD Certificates and NREMT or CA State License are required for the GS-06 level: Firefighter I & II; Hazardous Materials Awareness; Hazardous Materials Operation; Driver Operator Pumper; Driver Operator Mobile Water Supply; National Registered EMT or CA State EMT. Within the first year of occupying the GS-06 position and prior to promotion to the GS-07: incumbent must obtain and then continue to maintain the following DoD Firefighter Certification levels: Hazardous Materials Technician. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. Specialized Experience GS-07: One year of specialized experience which includes controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; rescue operations; detection, reduction, or elimination of potential fire hazards; operation of fire communications equipment; controlling hazardous materials incidents; and developing, implementing, or providing training in fire protection and prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). In addition to the specialized experience above, the following DoD Certificates AND NREMT or CA State License are required for the GS-07 level: Firefighter I & II; Hazardous Materials Awareness; Hazardous Materials Operations; Hazardous Materials Technician; Driver Operator Pumper; Driver Operator Mobile Water Supply; National Registered EMT or CA State EMT. Within the first year of occupying the GS-07 position: incumbent must obtain and maintain the following DoD Firefighter Certification levels: Driver Operator-Aerial National Wildfire Coordinating Group (NWGC) Wildland Firefighter Type II Red Card Certification. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. APPLICANTS MUST UPLOAD A COPY OF THE CERTIFICATE. Certifications must be certified through the DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M. All State or National Registry EMT Certification Card must indicate a future expiration date. If your application package does not contain proof of having these certificates and license, your application will be marked as incomplete and you WILL NOT receive consideration for this position. Maximum Entry Age: Employees hired for the first time ("originally hired") into GS-0081 positions must not exceed the established Maximum Entry Age (MEA) at the time of appointment. The MEA for Firefighters (FFs) is 37. An employee originally hired into a covered FF position must be hired by the last day of the month he/she reaches 37 unless a waiver from Department of Army is approved prior to appointment. Firefighter Special Retirement Coverage (Primary/Rigorous): This position has been identified by DoA and approved by the Under Secretary of Defense for Personnel and Readiness as a covered primary, rigorous position for special retirement coverage as identified in 5 CFR 831 Subpart I for CSRS Retirement coverage and 5 CFR 842 Subpart H for FERS retirement coverage. The individual hired is subject to Special Retirement provisions to include additional contributions to the retirement fund, mandatory separation/retirement at age 57 with 20 years of approved special retirement provisions service, options for early retirement at any age after 25 years of approved special retirement provisions service, or at age 50 with 20 years of approved special retirement provisions service.

DoD, in accordance with 5 USC 3307, has determined an individual must be appointed to their first/original appointment into a DoD position that has been identified and approved as a primary firefighter no later than the last day of the month in which they become 37. Preference eligible veterans over the age of 37, may apply regardless of the age restriction. If selected, a waiver of the age restriction will be requested by the hiring official for approval by the Department of Army. An individual who is past the maximum entry age (37) who previously served in an approved primary position may be reinstated to a covered primary position provided they meet the applicable qualification requirements AND will be able to complete a total of 20 years of covered service as a firefighter by the last day of the month in which they become 57.

Age Waiver-The Department of Army may approve an exception to the maximum entry age (37) for the original entry of a non-veteran-preference-eligible applicant into a primary covered firefighter position. Exceptions shall be extremely rare and based only on a compelling hardship to the mission. Should an exception be granted, the employee shall be separated on the last day of the month in which he/she completes 20 years of special retirement provisions covered service.
