This position is assigned to Navy Wounded Warrior; Casualty Support; Fleet and Family Readiness; Commander, Navy Installations Command; Washington, DC. Incumbent will be responsible for managing NWW policies and instructions, as well as collecting, analyzing, and reporting data used to track, measure, project, and communicate the program's performance and services. This position serves as a subject matter expert on NWW policies and data analysis.

Duties

Data Analysis duties comprise 70% of incumbent's time and include but are not limited to: Collects, analyzes, validates, models, and reports data and metrics in order to track, measure, project, and communicate NWW program information. This information will be used in program decision making and program justification to Department of Defense (DOD), Department of Navy (DON), and congressional testimony and inquiries. Prepares, creates, and delivers data and analysis in a clear and concise manner via written and oral presentation decks, briefings, reports, charts, graphs, and tables to internal and external stakeholders. Determines data requirements, develop collection approaches and survey tools; interpret raw data and conduct statistical analyses; identify patterns, program challenges, and opportunities; and articulate recommendations for NWW program improvements, modifications, and alternative courses of action. Provides technical assistance to NWW staff on projects requiring data collection and/or analysis. Serves as the point of contact for NWW program database of record. Grants access to new employees; removes access to departed employees. Develops and prepares weekly, monthly, annual, and ad hoc data reports and responds to data calls and taskers. Collects program data from variety of sources. Ensures NWW program complies with relevant data collection and retention policies. Liaises with Total Workforce Management System (TWMS) database programmer to prioritize and ensure NWW module enhancements are implemented. Tracks approved enhancements and ensure requests are properly implemented. Coordinates with database of record programmer to correct reported database errors. Ensures database of record captures data relevant to program analysis via a streamlined Region and Headquarters personnel submission process. Communicates effectively and professionally with senior military and civilian leadership, and other stakeholders and program staff. Supports Quality Assurance Analyst during annual evaluations of Region NWW Program operations and during externally directed audits and inspections. Policy Analysis duties comprise 30% of incumbent's time and include but are not limited to: Serves as subject matter expert on NWW policies and instructions. Represents NWW at multi-echelon working groups pertaining to policies and regulations, coordinates with NWW regional leadership to ensure appropriateness and applicability of policy and procedures. In so doing, reviews and analyzes policy utilizing evidence-based practices and advises management on methods and techniques which may be applied to improve the effectiveness and efficiency of the NWW HQ and Regions. Prepares reports that include findings and recommends corrective actions. Follows up with appropriated NWW staff offices in areas where there are deficits. Conducts site assist visits and provides oversight with regards to policies and procedures across the Regions including Veterans Affairs (VA) and other Service medical treatment facilities where there are Navy Sailors and Coast Guardsmen. Represents NWW on the global platform, either virtually or in person, at meetings, conferences, symposiums, seminars, summits, and other appropriate events applicable to policies and instructions related to the wounded, ill, and injured. Participates in interagency groups and/or committees to identify and implement policy recommendations to improve overall functions and operations affecting Recovering Service Members (RSM) as they move through all phases of recovery and reintegration to include transition out of the military to the care of the VA. Collaborates and consults with internal and external stakeholders in meetings and projects, including the Department of Defense - Case Management System discussions.

Qualifications

Knowledge of other Fleet and Family Readiness (FFR) programs and services, and CNIC programs and missions, as they relate to NWW. Knowledge of administrative management principles and techniques. Knowledge of Federal and agency regulations, knowledge of the specific organization's programs and missions, and knowledge of pertinent laws, regulations, and policies related to NWW operations and data collection, use, and retention. Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones is necessary for effective administration. Knowledge of interrelationships with other programs and key administrative support functions. Knowledge of quantitative and qualitative techniques for analyzing and measuring effectiveness, efficiency, and productivity within NWW for accomplishing missions. Knowledge of Health Insurance Portability and Accountability Act (HIPAA), Privacy Act and the Freedom of Information Act. Knowledge of a wide range of analytical and statistical methods and techniques. Skill in adapting statistical methods and techniques to measure and improve effectiveness and organizational productivity. Skill in applying a wide range of methods for assessment and improvement of program effectiveness or management processes and systems. Skill in Microsoft Excel with intermediate or higher-level knowledge of other Microsoft Office products. Skill in database management. Skill in compiling and combining data sets from disparate systems, maintaining and managing datasets, ensuring data security and confidentiality, and recognizing data discrepancies, omissions, and trends. Skill in preparing and presenting reports, dashboards, briefings and recommendations in a clear, concise, organized, and convincing manner for the intended audience. Ability to establish objectives, priorities and realistic milestones and identify multi-organizational and program interrelationships impacted. Ability to synthesize findings and make recommendations for DOD and Navy level programs. Ability to select, adapt, and apply appropriate analytical and statistical methods and techniques to analyze and evaluate program performance, services, and operations. Ability to identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations. Ability to successfully collaborate and work independently with little supervision. Ability to plan, coordinate, and complete short- and long-term projects and assignments with multiple deadlines while maintaining attention to detail and accuracy. Ability to adapt to changing working conditions and frequent interruptions involving short fused and/or unanticipated deadlines that must be met. Ability to communicate effectively orally and in writing. Ability to assist program staff with data collection methods and tools. Ability to analyze type and scope of information and metrics required to evaluate the quality and effectiveness of program implementation. Ability to work effectively as a team player or individually with various levels of management and staff. Ability to prepare clear and concise written reports of audit observations. Ability to provide recommendations for corrective actions and track until closure.
