This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office for Victims of Crime (OVC), Discretionary Programs Division.
Duties
Provide expert advice and guidance on gender-based violence projects and programs with national impact.
Support the Division Director and Deputy Division Director in leading strategies to enhance OVC program planning, assessment and performance enhancement processes related primarily to gender-based violence to enhance OVC integration of data, analysis and research.
Manage and lead studies related to strategic planning and management efforts to support the use of data and research in strategic planning and program development and performance management efforts related primarily to gender-based violence.
Work collaboratively with staff, partners and stakeholders to assess needs, develop strategies, short- and long-range program goals, and detailed plans for implementation, and oversee successful implementation.
Coordinate with OVC's Training and Technical Assistance staff to implement strategy to identify potential resources within OVC and its training and technical assistance partnerships that could address the data, analysis and research needs of OVC staff and stakeholders, including capacity. Conduct studies encompassing difficult and diverse projects for a major agency component with a focus on research, data and analysis.
Manage grants/agreements requiring extensive and complex planning and coordination due to changes in programs, technological developments, financial complexities, etc. that have a broad impact on the work of Department of Justice (DOJ), Office of Justice Programs (OJP), and Office for Victims of Crime. Advises managers on grants and/or cooperative agreement administration matters in the competitive process. Provide expert technical advice and guidance, staff coordination, and consultation.
Manage the review and selection of grants, contracts and cooperative agreements and negotiates the design, substance, terms, and conditions of final proposals. Recommend funding or non-funding of new applications and others as appropriate. Negotiate with prospective contractors or grantees regarding modifications to original objectives, research design components, staffing, capabilities, and the work schedule plan leading to mutual acceptance and finalization of the research agreement. Recommend grant/contract awards for the approval of the OVC Director.
Monitor deliverables of high level, complex grants, contracts and cooperative agreements. Consult with and/or provides technical assistance to the grantee/contractor. Monitor (in person and in writing) grants, cooperative agreements, interagency agreements, and/or contracts to ensure compliance and effective program implementation. Evaluate grantee performance and project outcomes and prepares close-out reports. Work collaboratively with Discretionary Programs Team members to ensure effective coordination and management.
Organize and contribute to panels, committees, and working groups responsible for examining and informing the agency of the latest developments, research and successes in assigned areas related primarily to gender-based violence.

Qualifications
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Designing and conducting a wide variety of comprehensive studies and detailed analyses of complex functions and processes related primarily to gender-based violence victim services, especially in the areas of enhancing program planning, assessment and performance management processes;
Managing and administering end-to-end grants, contracts, and/or cooperative agreements related primarily to gender-based violence victim services;
Providing advice and guidance on projects and programs with national impact, making recommendations and decisions related to gender-based violence victim services and training and technical assistance program planning.
