Duties

WHAT IS THE CFO - Chief Financial Officer Division? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, Administration, Technical & Training The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Participates in the development of operating procedures, work processes, policies and practices based on personal observation, conferences, status reports and performance data. Participates in operational reviews and prepares reports on the status of organizations' progress toward achievement of program initiatives. Serves as a team member on multi-functional teams to evaluate project proposals involving broad areas of operational practices, work processes, and integration between functions. Projects and studies require application of expertise and mature judgment. Develops and analyzes facts, assesses accomplishment of programs goals and objectives, and makes recommendations for new or revised policy. Evaluates the impact of new or modified program requirements. Reviews and summarizes information from a variety of sources, exercising sound judgment and knowledge of the purpose of such information. Identifies key problems and issues, resource constraints, and management controls. Identifies solutions, documents findings, and makes presentations. Participates in the financial plan management responsibility for the business unit. Works on the preparation, maintenance, and execution of the financial plan involving all categories of expenditures. Participates in the budget process involving financial review and analysis and the resulting recommendations and impact on work plans. Monitors the business unit's organizational structure, ensuring that Authorized Staffing Pattern (ASP) and span of control guidelines are met. Reviews all proposed changes and provides analysis and assessment in relation to the currently approved organizational template, funding availability, and position management principles and makes recommendations.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience acquiring, validating, and analyzing information, drawing conclusions, forecasting work, and developing alternatives; Experience with operating programs and the interrelationships among them to perform program analysis; Experience dealing with top level executives and taxpayers to establish and maintain effective relationships and gain confidence and cooperation; Experience with written and oral communications sufficient to prepare and present findings and recommendations, carry out specific action regarding controversial issues, and develop material for use in public speaking engagements. SPECIALIZED EXPERIENCE:GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with analytical and evaluative methods and administration of programs to participate in the assessment of program development, determine appropriate evaluation and measurement techniques, identify significant program or resource issues, and improve management processes and systems. Experience with operating divisions organization, policies, practices, and program objectives sufficient to participate in the development of guidance, assessment of resource utilization, and development and implementation of changes to current processes and procedures. Experience with financial management, this can be demonstrated by assignments where you prepared and maintained the financial plan involving all categories of expenditures and participated in the budget process involving financial review and analysis; Experience with Oral and written communication techniques to present plans and proposals convincingly, negotiate effectively, and reconcile conflicting interests and points of view; Experience with negotiation skills in order to reach agreement on changed work practices and objectives. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
