Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Resource Management Specialist you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience by: Administers SNS's extramural budget and provides a variety of functions involving major grants, cooperative agreements, contracts, intra and interagency agreements, and memoranda of agreement.. Exercises administrative responsibilities related to the initiation, administration, and/or close-out of grants, and/or cooperative agreements, including assistance in monitoring performance. Provides extensive analytical and operational assistance within SNS in extramural budget formulation, effective utilization and monitoring of financial resources, formulation of long- and short range objectives, and planning and evaluation systems as it relates to cooperative agreements and grants. Responds to special requests from other Federal agencies, Congressional staff, OMB, and others regarding the SNS's extramural budget, fiscal policy, expenditures, and allocation of funds to support activities.

Qualifications

WHAT WE ARE LOOKING FOR For GS-9: A. You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing ALL of the following: Assisting analyzing and making recommendations on grant policies. Assisting with identifying and analyzing funding and staffing requirements. Assisting with recommending administrative actions/solutions to problems and presenting results of studies and analysis. OR B. Must have completed a Master's or equivalent graduate degree, or two (2) full academic years of progressively higher level graduate education leading to such as degree; or LL.B or J.D. if related. OR C. Must have a combination of experience as described in "A" above and graduate education as described in "B" above For GS-11: A. You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following: Analyzing and making recommendations on grant policies. Identifying and analyzing funding and staffing requirements. Recommending administrative actions/solutions to problems and presenting results of studies and analysis. OR B. Must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in any field of study or LL.M., if related from an accredited college and/or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. OR C. Must have a combination of specialized experience as described in "A" above and graduate education as described in "B" above. For GS-12: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing three (3) of the following: Developing budgetary projections, manage cost accounting and prepare budget reports to ensure maximum utilization of funding resources. Developing and implementing recommendations with respect to funding and staffing requirements. Advising management on implementation of policies and regulations and procedures. Creating reports of findings and recommendations from collected data and proposals. Documenting experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment.
