About the Position: Serves as Senior Budget Analyst in the HQ, US ARMY SOUTH, ACS, G8 RESOURCE MANAGEMENT (RM) Office, located at Fort Sam Houston, Texas.

Duties

As a Senior Budget Analyst in the Program Guidance Branch (PGB), ACoS, G-8, responsible for establishing multi-year, multi-appropriation, and multi-programs accounts for US Army South and supported organizations. Perform a wide range of administrative and analytical duties in the formulation, presentation, and close-out of the Command's budget and resource management programs requirements. Executes the command's civilian payroll requirements. Monitors execution of civilian payroll estimates for current year (to include base pay, awards, benefits, and overtime) and out years. Use the GFEBS Labor Report to develop trends, conduct analyses, and develop projections as required. Work with supervisor to determine priority of accomplishment as it refers overall programming requirements in support of the PPBES process in general and the POM in particular.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Must be able to obtain and maintain the required certification for the program.
  • Must be able to obtain and maintain a SECRET security clearance.
  • Frequent travel is required, at times for an extended period of 25% or more. Also requires travel to Latin American countries.
  • A probationary period maybe required.

Specialized Experience: I have one year of specialized experience which includes, analyze (cost benefits analysis) and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; Making frequent adjustments to budget estimates or conducting partial re-budgeting during a fiscal year; Develop annual and multi-year budget estimates; and developing payroll expenditure requirements and monitoring the execution to provide funding certification for personnel actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification and PresentationFinancial ManagementFinancial Management Systems Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
