Per 5CFR 335.103c.(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to NT-04 (GS-11/12 equivalent) on a permanent basis in the competitive service.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
You will serve as an ADMIN/TECH SPECIALIST in the Workforce Development Branch of NAVUNSEAWARCENDIV NEWPORT RI.
Duties
You will coordinate work priorities set by the supervisor.
You will develop approaches to correct problems or other adverse trends.
You will make suggestions on team building, training, and other ways to enhance production and team cohesion for training functions.
You will train new employees on training procedures, ERP, TWMS, Waypoints and maintains all internal guidance, policies, procedures, and written instructions for disbursement among the team.
You will serve as Acting Chief Learning Officer in the supervisor's absence.
You will communicate to the team the assignment, project, problem to be solved, actionable events, milestones and deadlines.
You will provide expert advice and counsel to all levels of management with regard to law, rules and regulations pertaining to Department of Defense (DoD), and Department of Navy (DON) training regulations.
You will assist team with implementing and executing various training programs and projects.
You will oversee the training processes and functions in relation to workforce development training.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing advice, counsel and instruction to employees on both work and administrative matters, particularly training and workforce development.
