DCSA's Office of the Chief Information Officer (OCIO), is seeking an Information Technology Specialist, Network Specialist. The incumbent manages medium and large-scale network projects; and has technical authority over a wide-range of Information Technology disciplines, systems, and applications in support of DCSA. Incumbent will manage network devices and related equipment, as well as software applications and network operating systems.
Duties
As a INFORMATION TECHNOLOGY SPECIALIST (SYSADMIN) you will be responsible for the following duties:
- Oversees network/infrastructure operations team with both government and contractor personnel. Manage and support enterprise network operations activity; order, operate and manage network circuits and network upgrades, register new circuits and achieve compliance with SNAP registration office, estimates and reports on network project progress, establish milestones and deadlines. Ensures all team members are aware of, and participate in, planning to achieve team goals and objectives.
- Field Office activity support - Occasional travel to conduct field office site survey. Gather and document new field office's IT network requirement and build-out. Oversee the acquisition of IT and network equipment purchases. Order circuits and establish connectivity for the field offices.
- Advise management in the design, development, evaluation, and testing of systems to meet Agency needs. Assignments vary based on the nature of hardware, software, and management requirements but are characterized by having system-wide impact on the design, procurement, and implementation of major data systems.
- Apply comprehensive knowledge of Information Security issues to include; but not limited to, internet servers, web-enabled database applications, network security, security engineering, data integrity, intrusion detection, firewall management, forensic and legal information security, virtual private networks, public key/infrastructure/digital signatures, encryption, network security architecture and NIPRnet/SIPRnet policy, and the NISP and national security policies and regulations to assist in the development of requirements for the control and protection of classified information in automated information systems and networks. Familiarity with commercially available products and subsystems that provide security features and other safeguards.

- If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
- Cisco Certified Network Associate (CCNA) required and/or CCNP is preferred. Have the experience and ability to troubleshoot, manage and resolve a wide variety of network and server issue and outage.
- The incumbent will be required to obtain and maintain appropriate InformationTechnology/Security certifications equivalent to Information Assurance Technical (IAT) Level III or IAM II within six months of the appointment date.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: experience with enterprise network operations, data center operations and infrastructure upgrade planning and deployment of short and long-range network projects for headquarters and field offices; experience with various MPLS networks and LAN/WAN technology; VPN, Firewall, load balancers, routers and switches; experience in planning and deployment of various network upgrades, services and components; support, manage, and oversee unclassified and classified WAN and LAN environment; experience planning, developing, deploying, and managing processes across the information systems/services life cycle to ensure information technology capabilities meet current and future organizational and enterprise missions; experience with gathering and documenting new field office's IT network requirement from site surveys; and experience with IT purchases and circuit ordering.
