This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the US Army Medical Command's Financial Analyst under the general supervision of the Division Chief and oversight by the team leader who provides general priorities and broad objectives to be achieved by the organization.
Duties
Serves as a Financial Systems Analyst providing advice and guidance covering a wide variety of financial policies and program/system requirements.
Serves as a focal point/liaison responsible for working with the GFEBS Project Manager in developing and executing the GFEBS deployment and training.
The incumbent is responsible for managing segments of the GFEBS training environment.
Interprets regulations and directives promulgated by higher authority covering a variety of resource management disciplines and uses this information to establish, prepare, and disseminate policy and guidance to customers.
Requirements
- You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- Position requires travel up to 15% of the time.
- This is a Financial Management Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- Appointment to this position is subject to a NACI Tier 1 background investigation to determine your suitability for Federal employment.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) reviewing, analyzing, and interpreting financial documents and reports; 2) applying financial management principles, practices, laws, and regulatory guidance; 3) serving as staff expert on automated accounting and financial management systems; AND 3) responding to questions and solving problems within the system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
