DCSA's Office of the Chief Information Officer (OCIO) is seeking an Information Technology Specialist, Network Services Engineer. Incumbent serves as a subject matter expert on IT system engineering, including state of the art and emerging technologies and products. Provides technical expertise and guidance on quality assurance activities, collects metrics, conducts independent tests, inspections, reviews, observes, monitors, and participates in all phases of IT systems development.

Duties

As a IT Specialist (Network Services) Engineer you will be responsible for the following duties: The incumbent will serve as Information Technology Specialist with emphasis in the area of IT Network Engineering to ensure Hardware/Software systems are integrated and transitioned into the DCSA IT environment. Ensuring that IT designs follow standard industry, DOD and DCSA OCIO design principles and policies. Support the OCIO- IT Change Advisory Board in Change Management by providing enterprise system document and design review services to minimize the impact of change related issues on the current infrastructure. Serve as the lead testing authority on proposed technology that will be included in the DCSA IT enterprise and develop comprehensive information on the system data inputs, outputs and related (IT) problems. Leads and participates in technical and informational meetings to accomplish new objectives, to modify existing projects, discuss IT problems and develop solutions with IM/IT technical employees from DCSA, OCIO and technical personnel of other Federal agencies. Provides technical expertise and guidance to the OCIO Managers engaged in quality assurance activities, collects metrics, conducts independent tests, inspections, reviews, observes, monitors, and participates in all phases of IT systems development. Serve as principal technical authority and lead specialist with responsibility to ensure secure, efficient, and effective network operations and solution deployment.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Motivating and guiding others toward goal accomplishments by consistently developing and sustaining cooperative working relationships. Formulating ready system development recommendations for adjusting policies and projects to achieve targeted outcomes that capitalize on relevant business disruptions. Applying new information technologies and technical methods, procedures, techniques, or theories. Exercising sound, definitive, independent judgment in developing, issuing, evaluating, and negotiating information technology issues with internal and external organizations. Specifically you will be evaluated on the following competencies: 1. IT Capacity Management - Plan or monitor to ensure Information Technology capacity meets current and future business requirements and performance metrics. 2. IT Life Cycle Management - Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions. 3. Infrastructure Design - Knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software. 4. Network Operation - Implement, operate, monitor, troubleshoot and/or maintain network systems and associated activities. 5. System Development - Apply IT systems development life cycle management concepts.

Substitution of education may not be used in lieu of specialized experience for this grade level.
