The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 505th Command and Control Wing, CP office.
Duties
Plans, organizes, and directs the activities of 505 CCW Civilian Personnel program, ensuring the program complies with legal and regulatory requirements and meets customer needs.
Exercise supervisory personnel management responsibilities.
Represents 505 CCW with a variety of installation and functional area organizations.
Initiates/Develops special requests related to the 505 CCW Wing civilian personnel program.
Oversees and executes special projects related to the 505th CCW Wing civilian personnel program.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- Knowledge and skills of Civilian Personnel policy, procedures and process is highly desirable.

- This is a Supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 301 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes provides broadly defined administrative direction. The employee establishes own priorities and timelines to ensure timely completion of work. The position is responsible for providing a wide variety of Personnel services to the 505 CCW, to include 12 units at 14 CONUS locations covered by three MAJCOMS (ACC, AFSOC, and AFMC). Advises organization commanders, supervisor sand staff personnel on the functions and capabilities of the program, to include recruitment processes, retention programs, and sustainment of federal employees. Develops new programs, processes, and business procedures to improve program objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, theories, and practices offederal position management.
2. Knowledge of the laws, regulations, principles, and practices of federal civilian personnel program administration.
3. Knowledge of policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements.
4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Ability to establish effective working relationships and to communicate with others, orally and in writing, including preparing and conducting formal and informal briefings. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
