This position is located in the Office of the Director, Greater Los Angeles Department of Veterans Affairs Health Care System. The purpose of the position is to provide administrative, analytical, and evaluative assistance to the Health Care Director and Executive Supervisory Health Care System Specialist. Moreover, the Management Analyst will ensure administrative practices and procedures used by Leadership and support staff are in compliance with Director's objectives and regulatory policies.
Duties
Duties include but are not limited to:
Provide management advise and recommendations to managers including providing advice on the distribution of workload among positions and organizations, and the skills mix or categories of employees needed to do the work.
Assist supervisory Health System Specialist by conducting studies to improve operations and maximize resources utilization.
Identify issues, gathers data, analyzes information and recommends solutions.
Work with Service Chiefs, Administrative Officers, Health System Specialists, etc. to identify the performance measures needed for effective programs and/or operations.
Provide guidance in developing and maintaining performance measures and performance standards.
Prepare reports of conclusions and recommendations based on analysis and evaluation to ensure efficiency and effectiveness in the execution for programs and plans.
Conduct various interviews, data gathering, flow chart, and similar studies to assess administrative performance of entire program and service.
Assist with Director's Health System Specialist in developing recommendations to resolve administrative issues or problems within the services.
Present briefings to Director, executive leadership and/or Service Chief on study findings and recommendations.
Participate in preparing detail plans, budgets, and/or schedules.
Closely monitors program funding status through the use of readily available data.
Gather, analyze and summarized staffing and financial data for inputs into the annual budget.
Review and analyze data to support services' staffing requirements.
Gather data from personnel, automated management and medical information systems, performance measures, reports schedules and similar materials.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 7:30 a.m.- 4:00 p.m. Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education or a combination of education and experience as described below:
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathering and analyzing data; resolving problems; preparing budgets and schedules; customer service and administrative processing; developing reports, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the master's degree level.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: all the above mentioned items and cost/benefit analysis; developing proposals; evaluating trends; providing recommendations to leadership and other partners; briefing reports; and monitoring report findings in order to develop and present qualitative and quantitative data to management, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at the Ph.D. level.

Physical Requirements: The position is mostly sedentary, although some slight physical effort may be required.
