The position is located in the Office of Technology and Innovation, Bureau of Intelligence and Research (INR/TIO). Serves as Information Systems Support Manager for INR and Team Lead responsible for INR network support and continuous operation of the all network and connectivity to the Intelligence Community’s Joint Worldwide Intelligence Community System Network (JWICS).

Duties

Serves as the network administrator for all information systems in INR, including unclassified and classified environments. Provides technical expertise for unclassified and classified (up to and including TS/SCI) network services. Performs planning, analysis, design, development, testing, configuration, integration, installation, and implementation network systems used for the transmission of information in secure voice, data, and video formats. Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization. Evaluates network software, hardware, bandwidth, and communications link, specifications, and installation anticipating short- and mid-term software requirements for LAN/WAN (Local Area Network/Wide Area Network) users and administrators. Monitors the technical work of the contractors, and through quality assurance and inspection of deliverables, ensures that technical requirements are being met.

Qualifications

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Demonstrated experience in IT Interrelationships of multiple IT disciplines sufficient to review proposed new systems, networks, and software designs for interoperability and Federal IT Security hierarchy. Customer Service - Demonstrated experience in the application of providing best practices of government and industry in delivering IT services that support the mission of the Intelligence Community (IC). Oral Communication - Application in oral and written communication to provide directions to and evaluation of systems being managed.  Problem Solving - Demonstrated experience providing advisories in the selection of possible alternatives in the development of required data processing support for Bureau organizations. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with IT systems principles, concepts, and methods to allow for the management of Infrastructure Protection environment sufficient to develop long-range plans for IT security systems, Enterprise IT Architecture and new IT security developments. Experience with managing and reporting on Top Secret, Sensitive Compartmented Information (TS/SCI) Voice, data, and Video projects. Experience with Federal IT security hierarchy sufficient to implement higher-level security requirements such as those resulting from laws, regulations, or Presidential directives. Ability to Lead staff in network operations for Secret and TS/SCI networks carried out through subordinate teams or units, to include customer support requirements.   NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position. Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
