About the Position: Announcement will be used to fill a Program Manager (Deputy Product Manager Acquisition), NH-0340-04, position at the JPEO-CBRND. The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system. This position is subject to the NH-04 salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. This control point limits salary for this position to a max of $191,900 (GS-15, step 07).

Duties

Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget. Interface with external stakeholders on all matters effecting program execution. Balances cost, schedule and performance to assure best value for the Army. Review programming documents received from HQDA to determine effect on assigned programs. Determine needed capabilities to accomplish objectives as set forth, indicating areas requiring assistance or revision by higher headquarters. Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Practitioner Level in the Acquisition Career Field "Program Management" within 60 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with Sensitive Compartmented Information (SCI) access or access for the duration of employment.
  • This is a Critical Acquisition Position. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • This position is subject to a pre-employment screening, and random drug testing thereafter.
  • Position may require a one-year Supervisory probationary period.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Managing and/or executing responsibility for cost, schedule, performance and risk within an acquisition program; 2) Advising on program operations in various areas of the defense acquisition process for program execution such as development, test and evaluation, contracting, production, and financial management; 3) Reviewing planning, cost estimating, or life cycle documentation to ensure program objectives are met; and, 4) Coordinating, integrating, and/or leading efforts associated with the acquisition process required for effective program management.
