This position is assigned to the Global Support Strategy Branch (GSS), Post Analysis and Support Division, Office of the Executive Director, Bureau of Consular Affairs (CA/EX/PAS).
GSS administers the Global Support Strategy (GSS), a multi-billion dollar, multiple award contract program that provides a variety of non-inherently governmental services in support of the Department's worldwide visa operations, including appointment services and fee collection.
Duties
Use qualitative and quantitative assessment methods that are designed by the analyst to ensure that the program is customer driven, innovative, administered transparently, and operating at optimal levels of efficiency and effectiveness.
Work with CORs and GSS management analysts to ensure vendors are held accountable for meeting performance requirements specified in GSS contracts.
Liaise with the Department's Bureau of Diplomatic Security (DS) to ensure the program meets Department physical and industrial security requirements.
Make recommendations to improve quality and consistency of data housed in Department systems, and particularly how the program
team enters data into CA databases.
Develop standardized data entry policies for program team users in conjunction with team members and trains users on them.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience reviewing current guidelines (i.e. administrative laws, policies, regulations, and precedents) governing the administration of visa applications, collecting information on operations, analyzing visa service trends and developments, and issues affecting visa policy, and preparing reports of findings, providing advice, and recommendations for action when appropriate;
Experience working with the Office of Consular System Technology (CST) to ensure that external stakeholders’ data systems meet Department data security requirements, and coordinating with CST, Diplomatic Security, and other Department stakeholders on breaches and privacy concerns.
Experience working overseas in a consular section processing visas
Experience coordinating with management analysts and contracting professionals to hold contractors accountable for compliance with all security, legal, and operational requirements
Experience briefing bureau leadership and other Department and Bureau professionals on office equities.
There is no substitute of education for specialized experience for the GS-14 position.
