You will serve as a TECHNICIAN in the Cast Propellant Production Branch of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-09 and GS-10. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will develop manufacturing processes for energetic material processing. You will analyze data from a variety of sources (e.g., manufacturer’s drawings, specifications, and maintenance records). You will plan, organize, and execute projects that develop, monitor, and improve processes related to the manufacture of energetic materials including cast-composite propellants and solvent-based propellants. You will consult with and advise project engineers and others as to the availability of equipment and facilities to support test projects. You will assist engineers and technicians in qualitative and quantitative techniques to solve manufacturing problems. You will review tests and test results and recommends process improvements in order to optimize processing of energetic materials. You will oversee product quality and implements continuous process improvements by inspecting materials during the manufacturing process. You will lead established programs, large projects, and other junior members of the technical task team in order to maintain product quality and the implementation of continuous process improvements. You will create and write documentation related to engineering practices. You will read and interpret engineering drawings, specifications, and other manufacturing processes.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to lift and/or carry loads/items up to 50 pounds in weight.

Qualifications

NT-0802-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-5 to 8 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying standard procedures, practices or methods to complete a variety of standardized tests for the development or improvement of current processes or programs. NT-0802-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-9 to 10 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, organizing, and executing projects to complete a variety of standardized tests for the development and improvement of current processes or programs related to the manufacture of propellants.
