About the Position: The Plans, Operations & Training office is in the main clinic, Building 1434, in Fort Detrick has staff and clinics at 3 building locations on Fort Detrick: buildings 1434, 1546, and 1425. The 3 buildings are 3-5 blocks distance apart so travel to the 3 locations can be done by walking or by driving. The main clinic hours are 0730-1600, Monday through Friday but there is infrequent after hours and weekend work that needs to be accomplished
Duties
Develops, writes, modifies, and recommends changes in management and other plans to achieve optimum readiness.
Visualizes and anticipates the possibilities and results of new or revised plans, methods, and procedures during periods of alert or disaster
Evaluates technical aspects of various plans used in executing emergency and contingency operations for actual and exercise situations
Coordinates with the Installation Anti-Terrorism/Force Protection Officer to obtain and achieve the appropriate Force Protection Condition for BAHC
Coordinates with the Personnel Security Program leads at the MEDDAC and Defense Health Agency
Identify safety and security risks associated with the environment of care (EOC) that could affect staff and other people coming to the clinic.
Serves as the Plans, Operations, Security and Training point of contact for BAHC regulations, orders, and standard operating procedures.
Oversees the Physical Security Program and Key Control program compliance for the clinic.
Manages and coordinates responses to daily operational tasking and recurring requirements directed by higher headq1uarters.
Duties are reflected at the full performance level of a GS-11
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- This position requires the incumbent to have tuberculosis testing.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has been designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Nature of position requires unannounced duty schedule changes as well as lengthened duty days, to include possible weekend work to accommodate contingency operations and opening/closing of the facility.
- Position requires incumbent to travel away from normal duty station. Incumbent must be willing to travel on military and commercial aircraft and operate a motor vehicle.
- This position is subject to Section 31, Crime Control Act of 29 November 1990: Section 13041, Title 42, United States Code. Employee must obtain and maintain a favorable result from criminal history background check as a condition of employment.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
