Duties
The Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build more secure and resilient infrastructure for the future. CISA is at the heart of mobilizing a collective defense as we lead the Nation's efforts to understand and manage risk to our critical infrastructure. Our partners in this mission span the public and private sectors. Programs and services we provide are driven by our comprehensive understanding of the risk environment and the corresponding needs identified by our stakeholders. We seek to help organizations better manage risk and increase resilience using all available resources, whether provided by the Federal Government, commercial vendors, or their own capabilities. CISA accomplishes its mission through five key functions:

OFFICE OF THE CHIEF EXTERNAL AFFAIRS OFFICER: The Office of the Chief External Affairs Officer (OCEAO) provides communications strategy, message coordination, analyses and guidance, relationship building and decision-making support on Agency policies, plans, programs, key initiatives, and actions that affect stakeholders.
The primary purpose of the position is to serve as a Public Affairs Specialist.
Typical work assignments include:
Develops and maintains cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.
Oversees the Agency's social media efforts with emphasis on content planning and researching CISA programs.
Develops and transmits informational materials to a variety of stakeholders and targeted audiences.
Plans, coordinates and disseminates Agency's information regarding its programs and functions through social media.
Develops relevant curated social media content for agency social media channels to support communications efforts across programs.
Researches and identifies opportunities to use social media channels to publicize CISA's mission, programs and initiatives.
Researches new and innovative tools, programs, systems, software, services and social media industry trends.
Deploys strategies to support the Agency's overall communication efforts, and, to provide crucial, useful and relevant information via social media to the public, key stakeholders and Agency customers.
Supports efforts to produce and convey high-quality and timely information using effective social media content.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
Specialized Experience: Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-09 if applying at the GS-11 level, GS-11 if applying at the GS-12 level, or GS-12 if applying at the GS-13 level), in the Federal service, or equivalent experience outside of the Federal government, which demonstrates the ability to perform the duties of the position.
Specialized experience at the GS-11 level is defined as applying communication and analytical practices, methods, and techniques to resolve public affairs problems.
OR,
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
Specialized experience at the GS-12 level is defined as applying advanced communication and analytical practices, methods, and techniques to resolve complex public affairs problems such as how to improve communications with the general public, employees and/or specialized groups about programs, policies, and practices; and tracking and evaluating communication effectiveness.
Specialized experience at the GS-13 level is defined as conveying information about complex programs to a public that has a diverse understanding of the organization's activities; preparing policy statements reflecting the policies, views and program initiatives of the organization; responding to requests from the local, state, and national media outlets; establishing and maintain effective working relationships with national representatives of the media and public interest organizations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.

Education
No substitution of education for experience is permitted at the GS-12 or GS-13 grade level.

U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
