This position serves as the Operations Security (OPSEC) Program Coordinator, responsible for maintaining and updating the critical information list (CIL). Responsible for annual program reviews, assistance to Information Security, and assisting the development of OPSEC countermeasures for ongoing and new activities. The position is in the DoD Office of Inspector General, Mission Support component, Office of Security.

Duties

Responsible to maintain, update, and evaluate the OPSEC program, its policies and procedures. Advises senior leadership on actions associated with OPSEC countermeasure development and identification of critical information. Conducts studies, analyses, and projects to develop methods, techniques and procedures for program development and implementation. Provides advice, guidance, and direction to component security managers, security specialists, and assistants on policy interpretation, application, and resolution of difficult problems and situations. Works in close collaboration with the Information Security program manager.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov) .
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Demonstrated knowledge of the laws, and regulations which govern personnel security programs. Expertise in personnel security methods and processes to develop and improve security operations. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
