The primary purpose of this position is to serve as the Command Senior Military Personnel Appropriation (MPA) Man-Day Manager for Air Mobility Command's (AMC's) MPA account, the largest MPA Program in the Air Force, to include supporting 18th Air Force (18 AF) and AFTRANS MPA programs.
Duties
Serves as single point of contact for all aspects of the AMC MPA man-day tour program
Assists in the development of AMC's input to the biannual Planning, Programming, and Budgeting System (BPPBS) process as reflected in the Future Year Defense Plan (FYDP)
Monitors AMC Command Man-Day Allocation System (CMAS) activity to ensure proper use of man-days and conducts annual audits of such use
Analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements
Exercises supervisory personnel management responsibilities

Qualifications
This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of concepts, principles, and practices relating to military personnel management, financial management, and management information systems, to include active, reserve and guard organizational structure, functions and policy directives, in addition to understanding the AMC IMA and unit reserve programs. Knowledge of analytical and evaluative methods and techniques to issues or studies concerning the effectiveness and efficiency of command reserve program operations, in addition to knowledge of the pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources, e.g., personnel, funds, and equipment. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, , weapon system/training device upgrade/modification, rescue, or similar operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of concepts, principles, and practices relating to military personnel management, financial management, and management information systems, to include active, reserve and guard organizational structure, functions and policy directives, in addition to understanding the AMC IMA and unit reserve programs.

Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Ability to plan, organize, negotiate and communicate effectively, both orally and in writing, with civilian and military personnel, senior analysts and management at the highest command levels within USAF, AMC, 18 AF, ANG and other major commands, to advocate for and implement approved decisions..
Ability to supervise, appraise, plan, organize, and direct the work of subordinate employees, and to coordinate the efforts of command installation level programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
