This position is located in the Office of Human Resources (OHR) Division of Human Resources Operations and Systems (DHROS) in Rockville, Maryland. The incumbent in this position serves as the functional lead for staffing, recruitment, and placement, with full responsibility for administering staffing and recruitment initiatives and programs for the Indian Health Service. The incumbent reports to the Director, DHROS.
Duties

Provide expert advisory, consultative, and technical services to IHS HQ managers on a broad range of HR subjects, including position management, position classification, recruitment, staffing, delegated examining, performance management, awards, benefits, payroll, timekeeping, and processing programs.
Coordinate and review staffing and classification activities and provide advice on complex and multi-faceted issues in accordance with applicable rules and regulations; and ensure that management and employees are kept informed of new changes in Federal, DHHS, and IHS HR policies, procedures, and programs. Ensure adherence to Indian Preference law and policies.
Coordinate employee benefits/payroll/timekeeping/Office of Workers Compensation (OWCP) functions on an agency-wide basis. Provide advisory, consultative, and technical services to HR staff and managers on issues affecting the full range of employee benefits and compensation issues.
Oversee work of branch, assign work, and monitor assignments. Interview candidates for positions within the Branch and recommends or selects employees. Hear and resolve complaints and effects disciplinary measures as needed. Approve work schedules, leave, and other administrative matters. Advise employees on career development plans and training. Develop performance evaluation criteria for all branch staff and evaluate employee performance.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Demonstrated experience in either Federal or non-Federal service equivalent to the GS-13 level leading and/or supervising the performance of work/tasks in at least three (3) of the (4) below functions:
Experience managing operational, recruitment, and personnel processing functions.
Experience leading and/or supporting managers as an authoritative expert on personnel laws, regulations requiring analysis, and evaluation of facts to recommend approaches to address current or anticipated issues/problems.
Experience managing payroll, personnel processing, and leave and benefit administration functions using Defense Civilian Intelligence Personnel System (DCIPS) or equivalent system.
Experience managing records management activities involving eOPF (Electronic Official Personnel Folder) and/or a similar system that includes the purging, transfer, reconciliation, and tracking of official records.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
