Duties
Distributes team assignments among team members in accordance with workflow, skill level and specialization.
Balances workload by making adjustments to ensure full team participation, desired results are achieved, and timely accomplishment of the work based on supervisor’s instructions.
Resolves simple and informal complaints of employees and refers others to the supervisor.
Conducts operational and audit reviews for all assigned financial management functions. Ensures accuracy of data and detects inconsistencies in processing and management reports; and improves internal controls.
Collects, analyzes, and integrates data from multiple data sources to support substantive recommendations regarding improvement opportunities, cost drivers, business impacts, and resource allocation decisions.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Communicating the organization's mission, vision, and values to the team and ensures they are integrated into team goals, objectives, work plans, products and services. Skill in manipulating various types of information and incorporating it into logical analyses to quickly identify problematic or aberrant data well as providing concrete alternative courses of action to remedy problems. Knowledge of the laws, regulations, policies, methods and procedures involving the Federal Budget Process and the Department of Defense (DoD) Planning, Programming, Budgeting and Execution System (PPBES) to assess the adequacy of long-range (multi-year) program objectives and to determine effectiveness of planned operations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-13, applicants must have served 52 weeks as a GS-12 or higher in the Federal service.
