Duties
Assess a variety of data received from internal and external sources to develop formalized recommendations for management's consideration to meet customer’s needs.
Manage programs, processes or systems in order to ensure fulfilling customer audit requests with thorough, quality end -products within proscribed timeliness.
Serve in a consultative capacity to coordinate research, documentation delivery, and improve processes to provide audit support documentation fulfilling customer requests that are often complex, high-visibility, and time-sensitive in nature.
Evaluate operations, systems, financial management data, policies, procedures, and customer audit requests to best support fulfillment within proscribed timeliness and with applicable information.
Conduct special projects pertaining to improving the effectiveness and efficiency of financial management operations and related functional requirements.

Qualifications
GS-11 Specialized experience is defined as: as analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance.
GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
GS-12 Specialized experience is defined as: conducting research and analysis with timekeeping; interpreting financial reports, policies, and regulations in relation to timekeeping; developing analytical reports, spreadsheets, databases using Microsoft Excel; performing extensive analysis and evaluation of financial policies, procedures, systems and regulations to ensure the continuity of a financial organization's business operations and adherence to established financial legislation and operational policies; recommend improvements to financial program operations; and providing substantial financial management knowledge to leadership in order to assist with the organization's core mission.
GS-12 Time-in-Grade: Current or former federal employees who have held a GS-11 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
If applying at the GS-11 level, three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
GS-12 level, Education is not substitutable for specialized experience at this grade level.
