This position is in Health Administration Service (HAS), Boise VA Medical Center, Boise, Idaho. This position functions as Assistant Chief of HAS and has full line authority for staff who work in Health Administration.

Duties

Program Management 40% Manages and directs the administrative aspects HAS programs and provides effective management of functions in reception, scheduling, eligibility, admissions, discharge, transfer, insurance examination, eligibility status for medical and dental treatment, prosthetic appliances, beneficiary travel, death details, eligibility assessment, reimbursable insurance, and/or other related programs. Maintains up to date knowledge and open communication with staff on policy and/or procedural changes, which occur within HAS. Assists with the administrative aspects of Health Information Management Services (HIMS). Determines which major projects affecting functional activities assigned will be initiated, changed, or discontinued; analyzes productivity within each major program and adjusts available manpower; and maintains long-range plans in connection with the primary mission of the Medical Center and the relationship of operational activities. Assists with the establishment of goals, objectives, and short/long range plans for HAS. Maintains, and assures employees within HAS maintain up-to date knowledge of policies and practices of the Privacy Act (PA), Freedom of Information Act (FOIA), Healthcare Information Portability and Accountability Act (HIPPA), and Automated Data Processing (ADP) Security to assure that information is not released inappropriately or without the veterans' consent. Partners with and advises Clinical Service Chiefs in the high-level coordination of facility-wide management of medical documentation, scheduling, procedures, directives, and practices in daily operations. Assists Chief, HAS with Idaho State Veterans Home applications, per diem and consult flow as back-up. Supervisory Duties 40% Plans and directs work, assigns tasks, evaluates work performed, advises employees, recommends selection of applicants to fill vacant positions, handles employee complaints, grievances, and minor disciplinary problems. Ensures adequate training of subordinates. Provides guidance to other Supervisors in the Service related to Employee Relations/Labor relations, issues, concerns, timecards and leave to include Health Information Management (HIMS), Ambulatory Care and Processing, Beneficiary Travel, Coding, and File Room sections of HAS. Evaluates effectiveness of operations supervised in terms of monitoring production, mission accomplishment, quality and quantity standards, procedural policy, regulatory compliance, and technical competence. Makes changes in work assignments and workflow; balances workload among positions to increase effectiveness of operations supervised. On a regular basis meets with subordinates to discuss production reports, offer, and solicit recommendations for improvements and ensures subordinate staff maintains production requirements. Administration 20% Receives and processes requests for special informational studies, surveys, questionnaires, recurring and non-recurring reports, etc. from Veterans Affairs Central Office (VACO), network, top management, or Inspector General and is responsible for collection of data from all appropriate sources, review, and validation of the data collected, and preparation of a formal response to the requesting organization. Prepares and analyzes data, identifies trends, and concerns of issues, and makes recommendations for improvement. Initiates action to reduce health administration operating costs without adversely affecting patient care. Serve as Acting, Chief HAS when the Service Chief is out of the office and represents HAS Chief with delegated authority at meetings where Service Chief is unable to attend. Qualifications

To qualify for this position, applicants must meet Time-In-Grade and Specialized Experience requirements within 30 days of the closing date of this announcement, 01/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing and directing the administrative aspects of an office and providing effective management of functions in areas such as reception, scheduling, eligibility, admissions, discharge, transfer, insurance, and eligibility; applying analytical and evaluative techniques to make recommendations regarding the efficiency and effectiveness of a program; planning and directing the work of others; and applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment.
