You will serve as a Financial Management Analyst in the Financial Management Community of NAVMED OPER TRNG CENTER THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates.

Duties

You will create and manage financial documents. You will review and evaluate contract request. You will perform studies or assists others with full scale audits. You will provide information and interpret standard organizational budget, accounting, or financial administration. You will be responsible for managing and tracking civilian time and attendance.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized Experienced . Examples of Qualifying Experience: -Experience government financial systems to ensure accuracy and reconcile any discrepancies. -Experience using the Navy ERP and the General Fund Enterprise Business System (GFEBS)program to ensure funds are properly allocated. -Experience reviewing and reconciling financial statements in compliance with existing federal laws, regulations and requirements. -Experience delivering high-quality customer service to command customers. -Experience using Microsoft Office Suite programs to present financial and procurement status. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:


Successfully completed a master's or equivalent graduate degree.

or

Successfully completed two full years of progressively higher level graduate education leading to a master's degree.

or

Obtained an LL.B. or J.D. that is related to the position being filled.
