The primary purpose of this position is to serve as the subject matter expert for multiple comprehensive HQ AFRC Yellow Ribbon Reintegration Program (YRP) Youth and Child Services before, during, and after Yellow Ribbon events impacting over 2,000 children of Air Force Reserve Command (AFRC) members.

Duties

To plan, manage and direct a wide range of personnel and resiliency programming impacting all AFRC members and their loved ones in the deployment cycle. Develops, reviews, coordinates, markets and executes Youth program as part of approximately 60 Yellow Ribbon events per year. Develops plans, creates curriculum and coordinates with other agencies to execute programs, event activities and special undertakings to support eligible Reserve and Guard members and their loved ones. Plans, conducts and attends meetings with Secretary of the Air Force Manpower and Personnel Readiness and other government/non-government agencies, and interested parties regarding YRRP requirements and programming. Directs and executes management policy by developing and implementing internal procedures and plans of actions, establishing conformance to same.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Adminsitrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes ??????:serve as the subject matter expert for multiple comprehensive HQ AFRC Yellow Ribbon Reintegration Program (YRP) Youth and Child Services before, during, and after Yellow Ribbon events impacting over 2,000 children of Air Force Reserve Command (AFRC) members. To plan, manage and direct a wide range of personnel and resiliency programming impacting all AFRC members and their loved ones in the deployment cycle. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience must equal 100 percent. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Air Force and command program goals and objectives requiring considerable adaptation or interpretation for application to issues; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Expert knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources of YRRP youth program. 2. Considerable ability to accept responsibility and authority to plan, schedule and carry out a multi-level child and youth program under conditions of time pressure and uncertainty due to rapidly changing conditions, settings and personnel. 3. Skill in preparing, comparing and analyzing related higher level regulations governing multiple resources including personnel, supplies, and equipment and developing meaningful programming for members and their loved ones. 4. Comprehensive ability to plan, organize and negotiate effectively with senior management to accept and implement recommendations, involving substantial resources and that require extensive changes in established concepts and procedures. 5. Considerable ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management and contract personnel. Requires considerable interpersonal skills in implementing staffing and curriculum decisions and negotiating solutions to disputed decisions. 6. Broad knowledge of a wide range of qualitative and quantitative methods for improvement of the assessment of command level plans and programs for conducting major operations and developing five year projections/goals. 7. Comprehensive knowledge of techniques used for studies and ability to analyze, develop and implement avenues to improve accuracy, adequacy and timeliness of work. Extensive analytical and investigative techniques to accomplish work in the subject matter field. ??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
