The primary purpose of this position is to serve as an IT subject matter expert specializing as an IT manager advising the CIO concerning information security/cybersecurity practices, procedures, plans, and other guidance as they relate to AIS, Federal Information Security Management Act, Privacy Act and other cybersecurity and information security-related requirements.
Duties
Serves as the senior Security Controls Assessor to the Director of Security, Special Program Oversight and Information Protection (SAF/AAZ), the Administrative Assistant (SAF/AA), the Chief of Staff and Secretary of the Air Force on all matters of the cybersecurity of SAP Enterprise Information Technology (IT).
Serves as the advisor to the Director of Security, Special Program Oversight and Information Protection (SAF/AAZ), the Administrative Assistant (SAF/AA), the Chief of Staff and Secretary of the Air Force on all matters of the for CIO Compliance on the SAP Enterprise Information Technology (IT). Integrates Clinger-Cohen Act, Federal Information Security Management Act, Privacy Act, and other CIO information assurance-related requirement into SAP programs of national significance and or essential operating programs. Assigned activity(ies) is characterized by unusual managerial complexities and demands as well as substantial uncertainties and risk.
Serves as the Cybersecurity Project Manager to the Director of Security, Special Program Oversight and Information Protection (SAF/AAZ), the Administrative Assistant (SAF/AA), the Chief of Staff and Secretary of the Air Force. Makes periodic and comprehensive assessment and evaluation of SAP activities to enhance compliance with Clinger-Cohen Act and Federal Information Security Management Act-required oversight of acquisition programs including Risk Management Framework requirements.
Participates and coordinates in senior management forums, technical working groups, panels, task forces, and management teams. Plans, directs, and implements required actions and taskings.

- Possessing detailed and accurate technical knowledge of all facets of SAP and SCI management to include document control and distribution is highly desired
- A TOP SECRET clearance based on a special background investigation (SBI) and eligibility for access to SCI is required
- Incumbent shall be subject to a counterintelligence-scope polygraph examination at least once every five years
- The position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program in accordance with AFI 44-107, Air Force Civilian Drug Demand Reduction Program, 7 April 2010
- Illegal drug use in sensitive positions present a clear threat to the mission of the AF, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
- The position is situated in a fast paced, high stress staff environment required to support SAF/AA, the AF SAPCO, and Headquarters Air Force
- Individual faces daily urgent requests from general officers for papers, briefings, and evaluations, typically concerning a politically sensitive issue
- This is an IA coded position. Individual must accomplish the required DoD 8570 Information Assurance Certification commensurate with this position, i.e. IAM or IAT Level III
- Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide Air Staff level guidance is highly desired
- The employee may be required to work overtime
Qualifications

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes experience with utilizing state-of-the-art security equipment, devices, practices, and procedures with IP security disciplines to plan and implement protective methods and security procedures as needed; the application of analytical methods to determine and evaluate vulnerability threats and intelligence data that can result in possible program compromises; providing senior level technical expertise and advice for new developments/advances in cybersecurity techniques; and recommending methods that can enhance the efficiency of cybersecurity systems through the use of program modifications and the application of evolving technology.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of the policies, practices, regulations, and laws concerning acquisition management process and initiatives, Clinger-Cohen Act, Federal Information Security Management Act, and Privacy Act.
Expert knowledge of DoD Risk Management Framework requirements, to include the Committee on National Security Systems Instructions (CNSSI) 1253 and National Institute of Standards and Technology (NIST) Special Publication 800-53 Security Control Catalog.
Expert knowledge of cybersecurity management and security regulations, practices, and procedures.
Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interlace with, and/or influence the systems acquisition process and cybersecurity (formerly information assurance) management processes.
Skill to plan, organize, and direct the functions of a matrixed staff in critical aspects of Information Technology development and to coordinate various aspects of policy and CONOPS as it relates to Clinger-Cohen Act, Federal Information Security Management Act and Privacy Act and other applicable requirements.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
Ability to plan, organize work, and meet deadlines.
