This position is located in Management Directorate, Talent Acquisition Stakeholder, Ofc Of Human Capital and Training. As a Operations Support Specialist, you will serve in a variety of administrative specialty areas and serves as a liaison and consultative link with headquarters program offices through official roles designated by Management Directives.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Serves as a liaison and consultative link with headquarters program offices through official roles designated by Management Directives. Conducts research on assigned administrative projects to gather, analyze, and evaluate data and flows of work, develop and evaluate new methods and options to improve work organization, make recommendations, and prepare comprehensive reports. Advises management concerning operational needs and makes recommendations on changes in work methods and procedures based on findings. Expertly communicates verbally and in writing in order to negotiate challenges, potential conflict, and apply effective solutions. Employs a network of peers and experts in assessing current program needs and implementing improvements. Provides administrative support and tracking to HCT leadership for internal personnel actions such as recruitment, remote work requests, timekeeping, calendar and schedule review, travel, and non-performance awards.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/12/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/12/2024. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-7 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Works with internal and external stakeholders in accomplishing program goals. Collecting and analyzing information, office procedures and control systems in support of program evaluations. Identifying and recommending solutions to administrative problems and providing advice to staff on established methods and procedures. Responding to routine questions concerning administrative procedures and requirements. OR GS-09: You may substitute a Master's or equivalent degree, or two full years of progressively higher level graduate education leading to such a degree, or a J.D. or L.L.B degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Researches and analyzes data in support of program objectives. Identifies process improvements in response to program changes, customer needs, or external influences. Analyzing administrative data from a variety of sources to develop trends, patterns, profiles, estimates, and studies. Preparing preliminary and finished reports and documents and representing the office in dealings with personnel. OR GS-11: You may substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarters hours. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Managing a variety of administrative programs (e.g., personnel, travel, space, vehicle management, security and logistics). Conducting independent evaluations of administrative functions and preparing study findings, recommendations, and reports. Providing advice on a variety of administrative and management programs and procedures. Performing liaison functions with other program offices or organizations. Directs, explains, guides, and negotiates complicated requirements, contentious work situations, complicated concepts, and planned process changes to a wide variety of people with varying technical expertise, background, and organizational knowledge.
